card oc to 1050 Mhz but run at 900 Mhz

i use msi afterburner,
and i set the core ckock from 955 to 1050 mhz, and i also set the power limet to +20%
I can see in gpu-z at the first page that the gpu clock is 1050 mhz, but for some reason it only runs at 900 mhz then i run heaven
