Steam moved but wants to reinstall games

I want to move steam and some games to a different drive but steam wants to reinstall all the games. I've tried all the tips on the official website and even tried Steam Mover but with no success.
What am I doing wrong as it ought to be straight forward not frustrating?

worse case if reinstall doesnt work reinstall fresh as i did.

Install steam on the other drive, move all the games from the original location to the new location, start up steam, and start to download one of the games that you just moved. It should check for already existing files for a couple of minutes and then tell you that the installation is complete. Now repeat this with all of the games that you just moved.

Warning: Only copy the folders in "C:\Program Files (x86)\Steam\SteamApps" and leave the "appmanifest" files alone, those are the files that tell steam where the games are located so if you copy them too, it's not going to work.
