Is this a bottleneck?

using amd 14.4 whql driver right now (I have tried 13.12 before & also 14.7 beta and the drops were pretty much the same)

Alright so I made a thread before regarding fps drops in Battlefield 4 in multiplayer (test range shows good performance & stable, scored on 3dmark 11 & unigine heaven 4.0 as it should, gpu temps are perfectly fine as well mostly about 64-74 under load depends if the ac is on and such). My cpu cores are unparked.
What I find weird is the gpu & cpu usage while playing battlefield 4, here are some pictures from msiafterburner:

As you can see the gpu usage is quite weird, ranges from like 40% to 99% while the cpu usage is mostly around 100%, is the cpu bottlenecking the gpu? (although an i5 4670 shouldn't bottleneck an r9 290 as far as I know) resulting in low fps in the game? (even more "playable" maps such as zavod311 or operation locker tend to give me fps drops to the mid 40's-50's with only 32 people playing). I am playing with everything on ultra besides the AA settings which are both off. Res: 1080P.

Those graphs look pretty normal, gpu usage is going to vary a lot more in game than cpu, especially in MP where cpu is constantly taxed. I don't think there is a bottleneck.

It looks like your integrated graphics are enabled though, see the gpu2 graphs. Not sure if disabling integrated will produce any benefits, but I would probably do it.

It was actually disabled the whole time since I played with the amd drivers for a bit.

Right now I am using 14.4 whql. Yesterday I tried 14.7 beta (the latest driver) for a while and the drops were pretty much the same so I thought I'd go back to a non beta driver to see what happens.

Do you mean removing all amd drivers using a 3rd party program? if so then yeah, everytime I first uninstalled from control panel and then booted into safe mode and cleaned up using DDU.

The drops happen with lower preset as well.
By the way, the fact that the core clock itself spikes as well mean something? I noticed that sometimes it spikes like in the picture and when it happens i'm getting the drops but sometimes it stays consist at 1039mhz and does not move from it and that's when the fps is actually great and not dropping below 65.

I do think what I mentioned is the source to the problem, but it seems random.
Yesterday I played a specific server and the gpu core clock went up and down (it doesn't change much, just as seen in the picture) and I've had the fps drops to mid 40's-50 and just now I played for nearly an hour in the exact same server in the exact same map with the exact same number of players in it and the gpu core clock did not move at all (and I noticed the fps never dropped below 65). Even if the core clock drops by lets say 100mhz, that's about 10% so it shouldn't result in such drops to mid 40's-50 from the 65 minimum fps I'm getting when the core clock is consist.
Any thoughts?
