How to ensure quietness on cpu cooler?

Hi
I've just bought a Cooler Master TX3 EVO in hope that I can reduce the noise that my computer makes.
I have also invested in a Corsair AF120 quiet edition, which I intend to slow down using a 12v to 7v limiter.
Is it stupid to get one of these limiter things for the cpu fan to slow it down? I just want to make sure it's going to be quiet thats all. but of course I don't want to damage my cpu.
Thanks

I would recommend the SP series because their static pressure capability is better. For PWM fans, just hook it up to the motherboard and let the motherboard control its speed depending on how heavily you are using the CPU.

As for quietest, I would say a Noctua NF-F12. Doesn't look as good and most likely won't match your color scheme.

Sorry I didn't mean to pick that as the solution.
I just wanted to ensure quietness thats all.
Thanks for recommending the fan although I have noticed that noctua are really expensive

They are expensive. The SP120 are also expensive. The Scythe SlipStream fans are good too but also expensive. The Silverstone AP121 are good but they don't spin very fast.

All of them are fairly expensive, but are good pressure fans for heatsinks and are quiet.

Quite high static pressure these babys work like a dream, asked the same Question for my Hypo evo 212 and these work great!

Their are also programs that control fan speeds such as speedfan! It dose not work with some Mobos but their are other programs out their! Its just what I use.
