Performance Issues with High Performance Build

Hello,

Once again I'm at a loss as far as why I'm having performance issues. My friends' i5 at standard clock and R9 280x gets better performance than my i7 overclocked to 4.2 or 4.4 Ghz and GTX 780ti, which came factory overclocked. (See my full build below)

The only differences besides CPU and GPU in our builds is that he is running on the 4th generation i5, but my third generation i7 overclocked should still provide much better performance. The other difference is that his RAM is slightly faster, with mine being 1600mhz and his is the next step up. Both of us have 16GB of RAM.

I'm even noticing below 60fps on Borderlands 2. Give me a break! That's just ridiculous with my build.

I shouldn't think that, in a single GPU configuration, a one-generation difference in chipsets should make any kind of noticeable difference?

I have run Prime95 tests and see no errors.

My build:

Intel i7 3770k at 4.2Ghz or 4.4Ghz
EVGA Geforce GTX 780ti Dual-Bios Classified
16GB of 1600mhz RAM using the 9-9-9-24 XMPP profile
ASRock Z77 Extreme6 motherboard
EVGA SuperNova 850W with about 70 amps on the +12v rail

Games are being run off of both SSD's and HDD's, depending on where I have the game installed to.

If anyone could help that would be greatly appreciated. I feel like I have wasted my money buying higher-end hardware if I see no improvement over an i5 and 280x. (Don't get me wrong, that's still a solid gaming build but its hundreds of dollars less)
 


Along with the bios, the usual software culprits of GPU drivers going through an uninstall and clean installation, chipset drivers up to date.

What cooling solution do you have for your system? Have you recorded your CPU and GPU temperatures? What resolution and detail levels are you gaming at? Do you have any demanding background processes running?
The gaming difference between 1600mhz and 1866mhz is negligible, so that shouldn't be the source unless your the timings are way off or something screwy.
The single core performance of the 4670? to the 3770 is about the same with that mild overclock you have, so that shouldn't really figure into it too much for most games.

Thanks for the quick replies. I'm using a Corsair H90 liquid cooler and have regularly checked bios updates and driver updates for my card. I have not, however, attempted to reinstall drivers completely. I'll give that a try and get back with the results. No demanding background processes running. I forgot to mention that I have stressed tested both separately and temps are in a good range. CPU and GPU usage in these games that are losing cps is low, that's the part that baffles me.
