Right now I have my ssd and my hard drive plugged in but I can only see the ssd when i go into This PC. How can I see the hard drive and the ssd at the same time?
Open Computer Management by clicking the Start button Picture of the Start button, clicking Control Panel, clicking System and Security, clicking Administrative Tools, and then double-clicking Computer Management.
In the left pane, under Storage, click Disk Management, and then look for the new drive.

I don't know why, but after I've built my new pc and installed windows 8, I had to manually assign a drive letter to all new drives & partitions i've installed after system boot, except the portable ones. Try checking that out.
You need to make the hard drive known to windows.
go to control panel/administrative tools/computer management/storage/disk management
There you should see your drive and have some options.

Or, you can right click on the start menu button in the lower left corner of the desktop (or press Win+X, will do the same thing), and select "Disk Management" from the power menu that pops up. Much easier to navigate this way.
