I read a review where a guy bought windows 8.1 for a new computer. He couldent install it because he didn't have a old operating system.

Is this true.

I'm having a friend make a rig for me and have no old windows programs . I was thinking of going windows 8.1 now I'm wondering if I should go windows 7

My rig will be for streaming and gaming.

The guy in the review that bought Windows 8.1 and couldn't install it probably bought the less expensive "Windows 8.1 Upgrade", which means it is meant to upgrade an existing Windows. For new installations, you need to buy the full retail version. The box will be clearly labeled, or the description on-line when you buy should be clearly labeled as to whether it is full retail or upgrade.

I've installed Windows 8.1 on 2 computers with no prior operating system. Just use the full retail version, and you will be fine.

There is an 'Upgrade' and there is a full install. The Upgrade is cheaper, but it requires a preexisting OS install.
The full install will install on a bare drive.

If he wrote a bad review because he couldn't install it without a prev version installed, he was clueless and should be ignored.

Almost of the difference between Win7 and Win8 is the user interface. Performance is very, very similar.
And quite a lot of the 'reviews' are from people who have never, ever used WIn8.

Yes, it is different. But not necessarily 'worse'.
For this, you can't go by 'reviews.
