Boot Up. Strange fan activity. Is this normal?

First let me tell you about the fans in my case. I have 1 120mm fan, 2 140mm fan, and then my stock AMD fan.

When I press the power button on my case, all of the fans spin up for about 2 seconds, then spin all the way down. Then they come back up, my CD drive makes the noise indicating its on, and then the cpu fan spins down almost all the way and then comes back up. By now the motherboard's (Gigabyte GA-990FXA-UD3) logo pops up running POST, and then windows proceeds to boot up. Then a successful boot in 8-11 seconds (SSD).

Is this normal for my fans to spin up this way. Because of this windows is starting to launch faster than my motherboard comes up, which is a little frightening. I have had this build for about 1 month now.

CPU: AMD FX 8320 OC to 4GHz
GPU: EVGA SC ACX GTX 760
RAM: G.SKILL 8GB (2x4GB)
SSD: PNY XL48 240GB
HDD: WD Blue 1TB 7200rpm 3.5"
MoBo: Gigabyte GA-990FXA-UD3 rev 4
Case: Corsair 450D
PSU: SeaSonic 550W Non-Modular

What you are describing is normal. A lot of Gigabyte gaming motherboards will do a "self check" of the fans by spinning them all the way up when you start the computer.

The one thing is if you have not already upgraded the stock heat sink you will wan't to do so. The one that comes with that CPU has a hard time keeping up without OC. Even something cheaper like a Hyper 212 will be far better.

It sounds like you may have a problem with your power supply at start-up. Fans do come on full blast with some set-ups, but only for a second, and only the once. Then they settle down once the mother board controllers kick in.
This sound like they turn on, fail, then start up.

I could be off base a little though, but if you have any way to test the PSU that would be my first step.

Edit:
Well PtrkLnk is probably right, but the self-check shouldn't be taking longer than when the computer was first put together; not after a month at least.

Its taking about the same amount of time as it was when I first built it. They also don't come on full blast they just kind of run at maybe 25% RPM.

I will upgrade the cooler for the CPU. I just need to do a little bit more research and in another area of the forum, but I'm looking at the Corsair H100i. Also my temps are fine right now as at 100% full load they don't ever go above 48C.
