Computer lags during gaming after clean

The clean was done after a BSOD with the BCCode of C000021a happened during startup, after some research there was the suggestion to run with the last know good configuration by pressing f8 on loading, I did and it still didn't work, then told me it overheated and shut down. so I cleaned it with some compressed air, didn't remove any of the components as I didn't have any thermal paste for the cpu.
the pc ran with less sound and none of the blue screens appeared, thought it was success.
However now when the PC has little running, like chrome and the task manager, it seems fine, as soon as a game plays it starts running okay.. and then frame rate drops to next to nothing.
Also with multiplayer online games such as Dota2 it will lag badly with a ping as little as 5ms.

There is a problem with the PSU, it doesn't run all the time and requires after shut down to be unplugged for 10 mins, plugged back in and then needs another 15 mins to work.
Can the PSU be causing these issues?

To be clear, these games were running fine before the clean and the BSODs.

Sorry about the very slow reply, the power supply died and was replaced, however it has done very little to the performance of games, it runs smoother when a game isnt played, but games that was able to be played before now do not. All the hardware seems to be seated properly, however I haven't been able to check the CPU.
Should I wait to get some thermal paste?

Also I haven't done a cmos reset, what does it require?

Another quick question, I set my BIOS back to defaults.. the closest I could find to CMOS reset.
The CPU temp is around 45-48 degrees when starting up a game so I do not think that is an issue.
Could the cleaning have damaged the Graphics Card? the nozzle was fairly close to the fan
