I was playing Far Cry 3 and system shut itself off. I left it alone for an hour or so and when I turn it on all the cooling fans, cpu fan, leds on mobo and case lights all come on. Gpu fan spins once or twice and stops. I get no signal to monitor. Also no beep or loading.

The card has failed, return it or buy a better card. Don't buy junk even if it is new if you can't mod it or fix it let alone maintain it. A lot of the modern cards as good as they look don't have a decent life span due to poor construction and cooling. I still remember the GTX 460s that would fail after a few months of use all because of short cuts that most took when making the cards. For those that remember that GTX570s that would fail pretty early from VRM failures was pretty much the same result.
