As for the CPU goes, an entry level Xeon would work out. For the GPU, look at Nvidia's Quadro series of cards for Cuda benefits. You may notice more Cuda cores in the Geforce series but the Quadro's are just better for workstations with added vram.

I would build a system based off of the i7 4770k CPU and a Quadro 4000. Many professional design programs will only use the GPU if it is a professional model, like the Firepro or Quadro. However, professional cards are typically slower in gaming and more expensive than gaming cards.

A normal geforce card would theoretically run just as fast or faster than a quadro card for cheaper. However, many graphics programs refuse to use radeon / geforce cards and only use professional quadro / firepro cards.
