If connect my laptop (HP CQ58)to the TV by the correct cable, put the TV on the correct input channel and insert a DVD into the laptop, initially the DVD shows on the laptop but then the TV connects and the picture appears on the TV. At the same time however, the picture goes from my laptop. It seems I cannot get the picture on both the laptop and the TV.If I want to see the picture on the laptop then I have to disconnect the TV How can have the picture showing on my laptop and TV at the same time?

Usually there is a sequence of two keys to press that toggles between various video output modes....tv only, laptop only, or both.

Look on the laptop keyboard and there will usually be a small blue or white picture outline of what should look like a monitor (it may be like the F8 key.

Find that, and then find the key on the laptop that says "fn" or "Fn"

then keep the 'fn' key pressed and then press the F8 key (the one with the monitor picture). Each time you press that key while keeping the fn key pressed, the output mode will change.
You would have to setup both screens in CLONED mode in the video control panel so you see the same exact thing on both screens.

That will be problematic if they aren't the same RATIO. The laptop needs to be a 16x9 ratio such as 1366x768, 1600x900 or 1920x1080. Since it maps off the MAIN monitor, you could then change the HDTV to be the main screen if your laptop ratio was NOT a 16x9 ratio. Then, the HDTV should scale correctly but it would not look correct on the laptop. i assume the HDTV is most important when watching a movie.
