Search Google for "display driver uninstaller" and use that to uninstall your video drivers while in safe mode. Boot back into the normal desktop mode and reinstall your driver's, choosing "clean installation" if possible. I have an Nvidia card so I'm not sure if it's different but it shouldn't be.

I had the same issue, one night Skyrim ran fine and the next day I'm getting 20 FPS. Doing a clean install fixed it.

Completely agree with Zaysk this fixed a lot of problems for people.

When experiencing weird performance drops it's good to use your experience here to create your own "Troubleshooting Checklist" you can go through to try and identify the problem. Uninstalling the current driver and reinstalling it is a good start to the time-honored process of elimination.
