Guys i am from India and i need to build a Gaming Rig (only the CPU i.e) in the budget of around 60K rupees/1000$ so can anyone help me out ?? my preference will be for gaming only and maybe some rendering and video editing but mostly gaming in 1080p plus do i need an after market cooler since the gaming will be for longer periods of time ?

Agree almost completely. Depending on if you feel comfortable overclocking or not; I would get the Fx 8320 and a Hyper212 with the money you save. You can easily push the 8320 past the 8350 with a Hyper212. I know this because my Linux currently does just that.

I'd also recommend a bit more money to install your OS to an SSD, it makes a big difference.

ill definitely consider an SSD and as far as the GPU is concerned is the gtx 760 from MSI/zotac worth pushing my budget or should i stick with the R9 270x ?? how much of a difference will the 760 make ?

Depends on the game, and a lot of other things. I personally recommend looking at benchmarks with both cards for your favourite games to try and narrow down the real-world FPS difference between them and go for that.

For 1080p gaming it's better you go for gtx 760..it's way better than r9 270x.. But see that if it fits your budget.. And if you can spend 1900 more you can get an i5 4690
