Why isn't my build performing as expected?

I recently purchased these parts from Newegg and Amazon and expected to get some pretty good gaming performance out of them. Once the build was complete I tried some basic games such as Minecraft and Counter Strike: Source and was thouroughly dissapointed when I was maxing out at about 30 fps. I suspected it to be a problem with my monitors refresh rate, a pretty old HP w1907. I couldn't find any solid info about this monitor being it is on the older side and was just wondering if this problem is being caused by the monitor or the parts. By the way I am running Ubuntu 14 as my OS.

Thanks to anyone who can help :)

well you should really look forward to buy a new monitor. Your build should medium-high 2014 games at full hd.(1080p)
for your current problem try disable v-sync so u dont force the games into 30fps lockup. See what happens.

I tried disabling vsync and saw no increase in performance. And as byza pointed out and confirmed below the monitor I'm using should be operating at a 60fps refresh rate. Is it a possibility that some of my components are faulty and thus aren't operating up to par?

The only benchmarking tools I've used so far is just the standard Valve benchmarking tool for it's games. This is due mostly to that fact that I'm using Ubuntu until I get Window 7, and my Linux skill are not exactly amazing. I'm sure there is a way to do it, but I have yet to find a helpful tutorial. Once I get Windows I'll be sure to run some benchmarks though and compare it to similar systems. As mentioned in my other response to watafak, I've ruled out the monitor. The only things left are a faulty component (RAM, CPU, GPU), or as I just realized, that I haven't been able to install the latest drivers for the MOBO and the GPU from the packaged CD because I don't have an optical disc drive yet. Could either of these be causing the problem?
