Best cpu cooler

What is the best cpu cooler under $50. I know the 212 EVO is very popular but is so cheap and it seams that it will not allow very good over clocking. I need to be able to overclock to 4.5ghz or more.

4.5 or 4.6 GHz sounds reasonable and attainable. The temps curve is non-linear and IVY Bridge heats up quickly at higher clocks (OC). Get the Hyper 212 EVO and stay at 4.5 GHz, check temps at idle (12 to 15 degs over ambient) and at load (68 to 72 degs C). If you are below these temps, go up to 4.6 GHz.
 


On my i7 3770K overclocked to 4.6 GHz (Hyper 212 EVO heatsink) the idle temps are around 32 degs C (ambient 22 degs C), and load temps are around 66 degs C with some spikes at 72 degs C.

Temps and overclocks will vary depending on the CPU you get. Hundreds of dies are cut from the large silicon wafer, and depending on the location of the die on the wafer, some CPUs will overclock better than others. Luck of the draw!
