Will I notice a difference between these 2 different types of RAM?

So one is at a frequency of 2133 with a latency of 9

And the other one is at a frequency of 1600 with a latency of 10

Thanks in advance, the main use of this rig will be gaming and editing

Ganing might be 5 or FPS but editing the 2133 sticks would be a lot better, 1600/9 is entry level so 1600/10 is on the slow side, 2133/9 not only has much more bandwidth, it performs more actions per second, if the 2133/9 sticks were downclocked to 1600, they should run at about 1600/7, far better than 1600/10

Alright, thanks, also, do you think i'd notice a difference between 8 and 16 gb?

Take into account i'm going to be gaming and editing
