Why not a good cooler, case or memory?

Here. Define R4 is a little pricey at the moment, maybe go with the 400/500R.

Where did he say he wants an i7? More to the point, where did he say he NEEDS an i7? I said the case was a little pricey, and gave him other recommendations. Anyway, the R4 is considerably better than the Source 210. That belongs in $500 budget builds and that's about it.

What are you going to be using the computer for? also are you planning on overclocking?

I believe that you could get an i5 processor (if you dont plan on doing heavy video editing or something). I also think you could maybe get away with a smaller psu by doing this. This could allow for a better gpu or maybe even an ssd.

Perhaps a build like this:
http://pcpartpicker.com/p/nYt3gs

Theres even a bit of money left over to upgrade a part/switch something out!

That GPU is terrible. Not a great build in general, to be honest. If you'd like me to list why, I will.

What will the main usage be for this pc?

For gaming, the graphics card is inadequate.
A 4790K would be a better gaming cpu.

liquid cooling is expensive and not needed.

For multithreaded apps, A FX-8350 might be good.
Or, better yet, a 6 core intel cpu.

Yea the gpu in my build isnt the best but it has a low power consumption and the 50 bucks I left out would allow for a better gpu if needed/wanted. It just depends on what the OP wants/needs.
