pc screen black and wont boot or start or anything

Hey guys, my power turned off while my pc was turned on and now when i turn it back inside my case there are red lamps and they all go on and off and then when it gets to the storage device LED it stays red and beeps. does this mean my hard disk is fried?
Thing is it wont even show up my bios so i have no idea what is going on... screen is black and says no signal and i tried swapping ram and taking out the CMOS battery, no idea what now

Your motherboard, power supply, or any vital components could have fried from a power surge. I'm not too experienced as to what to do when your computer gets fried from a power surge but you might want to take it to a shop, or let a more experienced person help you with this.
