I need to fully reformat my hard drive on Dell Inspiron

My computer is stuck in an endless loop of restarting after the initial Dell logo splash page. I figure I will extract my data manually onto an external drive, reformat the hard disk on laptop and reinstall. But how do I reformat a computer that does not boot up?
 
Solution
If you have a Windows installation disk, just re-install Windows. All the data on the hard drive will be written over, but you already know that.

Can you enter into BIOS? Generally speaking, if the hard drive just isn't booting, it should halt with an error stating that, not endlessly reboot. An endless reboot could be caused by another issue entirely.
