I've recently build my first computer, but its kinda loud. I've been looking around for some good fans an i saw these; BitFenix Spectre Pro 120 mm
http://www.newegg.com/Product/Product.aspx?Item=N82E168...
I wan't to use them for case fans and maybe on a new hyper212 evo, becouse my h60 broke ;(.
Are these fans any good in preformance and noise? If not what is a better fan in this situation, not above $12 if possible.

I use the spectre pro in my case and they are pretty quiet, they're good as case fans but don't have the static pressure to be used as heatsink fans.

Look at the Corsair SP120, Noctua NF P120/NF F12, Cougar Vortex 120mm fans or Scythe Gentle Typhoon. Some of the better choices, they also have 140mm variants out there.

The BitFenix Pro's are good , well worth that price.

Honestly, I used them once and sent them back the same day.
I found them to be incredibly loud and you had to run them at a fast pace to get the same kind of Static Pressure level of the SP120s I use now.

Wasn't keen tbh

As I said, the Spectre Pro are great case fans, not heatsink fans.
