I recently finished putting together my first build with an i7 4790k and Gigabyte z97 UD5H mobo. I booted up for the first time and got took a look at the bios settings. The CPU voltage was about 1.46 V and the processor was running at 4.4 GHz.

I don't know too much about overclocking at this point, but as far as I have read so far, 1.46 V is dangerous territory. I got nervous and turned off the computer before I proceeded further.

Could anyone please suggest to me the best option of proceeding? I presume this is a BIOS issue but I am not sure if it is better to adjust the voltage manually, go forward and instal windows, or figure out how to update the bios. what do?

I've seen them go up to 1.7V. And also at 1.15V - where I think it should be on idle.

Go into bios/uefi and decrease it. And into Windows and use Balanced power setting.

4.4 is the turbo speed for the 4790K.
That is what I get, but at 1.208v.

Check your bios options carefully, I suspect some sort of overclocking is being applied.
Start with resetting all to the defaults. There may be something called optimized defaults.

You could check to see if there is a bios update available. Normally you would not ever update the bios on a running pc.
But, since this is new, I would go ahead and update.
Proper oc operation is a typical reason for early bios updates.

1.44 is not by itself dangerous, assuming adequate cooling. But, I would not use that 24/7.

Thanks for the help. I updated the BIOS with qflash and now everything is well behaved.
