Internet Stuttering Every Several Seconds

Last month my internet started stuttering every several seconds and neither I nor my ISP can figure out the cause. I know it's an internet problem because my computer is unaffected otherwise and the problem is obviously most noticeable while playing online games. Single player is unaffected. I know my computer hardware isn't a problem because it's a recent problem and it was running fine a month ago. I'm using a wired connection.

- Make and model of power supply: CORSAIR 750W

- Operating system and driver version: Windows 7 Home Premium - 64 bit

- You will also need to post your ISP and connection type: Time Warner Cable - Wired
- You will also need to post the exact number of devices connected to your router (this includes tablets, smart phones, laptops, and desktop PCs) as some routers can only handle a specific number of devices at a time: 3 Desktop PC's, 2 Laptops, 1 Smartphone, 1 Tablet
- Post any and all error messages you are getting from your ISP or Windows itself: N/A

The network has a couple switches with a bunch of ports without getting into too much detail. It's very annoying to get a good look at the specifics for my setup lol.

As far as speed goes, I have 20-30ms ping w/ 55 Mbps download and 5 Mbps upload.

So far, I've tried:

Replacing the modem entirely
Checking for ground line flooding (seemed to start after a bad storm but not sure)
Replaced all the connections outside the house
Updated drivers on my chipset, network adapter, and video card
Ran an anti-virus, malwarebytes, superantispyware, and ccleaner
Cleaned out dust in the PC
Disabled wireless on my modem (this fixed the problem temporarily as did power cycling the modem for a couple hours) and there is no wireless network on my PC to disable
Added firewall exceptions for the games
Checked the network security for leeches

All to no avail. If there's anyone out there that can help please feel free to shoot a suggestion. Thanks guys!

try a different network card an cables, open cable box and network box clean dust ,you can put some small heat sinks on network chips in box and tower to keep cool temps,super glue and 1cent coins if your lazy

Thanks but the IT guy did all that for the stuff outside and nothing inside is dusty or running hot. Pretty sure the network card isn't the problem since all the computers in the house register the problem and they have different network cards.
