Budget MB for decent OC with FX-8320?

Just wondering about recommendations on a decent budget board for overclocking the FX-8320. I was given a ASRock 970 PRO3 R2.0 AM3+ for free so I picked up an 8320, a Bitfenix case, a 212 EVO fan and 16GB of 1833 RAM without bothering to look into the board. After reading much info regarding this board the general consensus is that for overclocking it's a turd because of the VRM's. So in light of the fact that I'd like to be able to do at least 4ghz and maybe a little higher I'd like to know what I can look at that might be a good balance of budget and features that gives me some room to OC a bit. Thanks.
 
I also picked up a Seasonic S12II 620 PSU and an OCZ Vector 150 240GB SSD. With all these components and the MB you recommended I should see a significant performance change compared to my HP Envy m6 laptop that has the four core APU at 2.3ghz and 16GB RAM, right? Also, that seasonic PSU should work fine with that board and considering that I'm only running a low end sapphire graphics card (I don't game that much but I do watch a lot of HD content and do some video and graphics editing.) should be plenty of power huh? And by power, I mean watts. Just to be clear and not confuse anyone.
