Processor: Intel Core i5 4590 (3.3ghz)

HDD:Seagate Barracuda ST1000DM003 7200 RPM 64MB cache

Graphics: Intel HD Graphics 4600, Built into the cpu (Will be upgrading gpu to a Sapphire Radeon R9 270x 2GB oc edition

MOBO: MSI H97M-E35 Micro ATX LGA1150

RAM: G.Skill Ripjaws X Series 4GB DDR3 1600

PSU: Corsair 500 watt atx12v

Case: Xion XON-560 MicroATX Mini Tower (Mostly for l ooks :D)

Is this a pretty good computer to build? Is there any other components that are better or cheaper in the same price range? What kinds of settings would it be able to run most modern games at? Thank you very much for reading.

With the R9 270X (essentially a HD7870) you should be able to play modern games on mostly High settings; I'd expect as many or more better as worse.
Before you add that GPU though, you'll be lucky to get mostly Low settings in modern games.
Choose a better PSU though. The low-end Corsairs (e.g. CX, GS) are built with inferior Samxon capacitors that do not tolerate heat well and fail early. Here is a good reference for PSUs: http://www.johnnylucky.org/power-supplies/psu-recommendations.html

Add an extra 8gb or 12gb of ram, 4gb might be fine for the time being but you need to future proof (make sure your build will be good enough for a few more years) and buyig it now will save you taking ur pc case apart to put in the extra sticks later.
