Intel makes a LGA 2011 stock heatsink?

I don't understand why intel would actually make a model of they're cheap junk heat sinks for lga 2011. Isn't the reason why they don't include these in their sandy/ivy bridge-E is because their junk heatsinks can't cool it?

That's news to me. I know that they manufactured an All-in-One liquid cooler that was introduced alongside the LGA2011 socket but it was not very good (wasn't designed to be). I'm not aware of there being a reference air cooler for the socket, none of the microprocessors ship with one.
