first off take your email down. you will get spammed.

second you will need a quad core and a better gpu to play gta4. it just doesnt work well on dual cores
your gpu is a video card not a gaming card. it doesnt have enough shader units to handle most basic games never mind a AAA title like gta 4.
basically your falling short on minimum spec by some margin for that game.
