Can I remove a device permanently from boot-up list?

I'm looking to permanently remove my external HDD from my boot up list on my BIOS.
The external is a bit weird and windows doesn't recognize it on boot up, but it recognizes it once the desktop is loaded up.

I've tried many things to try and fix the external (reformat, switch cables with other external, etc)

the way I've gotten around this is by manually removing the device from the boot-up line then restarting my computer with those settings. After I turn it off, it goes back to normal (with external on boot-up list)
