If the file was in /tmp, most linux distros mount /tmp as "tmpfs" which is a type of ramdisk. So if you have rebooted since losing the file, no, you probably can't get it back. If it wasn't in /tmp, but a cache file in your home directory (like Firefox does, for example), then maybe. Exactly what file are you trying to recover?
