As Hassaan War Hero stated, this APU will not act as a bottleneck for your r7 250x.

There is a pretty easy way to determine a bottleneck between CPU/APU and GPU -

> Just run the game with the native resolution and concentrate on your game's FPS. (Use Fraps http://www.fraps.com)

> After awhile, reduce the resolution and observe the boost in the number of frames.

> Should you say yes, there is no room for the word 'Bottleneck'.
