BIOS changes do not take hold

Hi ev'rybody,

Specs: Asrock 990FX Extreme3, AMD FX8150 + CM V8, 2x4GB Kingston Hyper, 1x Radeon 7850, 2x Mushkin120 SSD, 2x 2TB WD HDD, 1x BD RW, SiL RAID card (2x 1TB in RAID1 + 1x 2TB SG HDD), USB SD/CF bay.
UEFI BIOS V1.70. Windows7 x64

System has been running @ 4.5GHz stable (22.5x200x1.3125V), memory @ 2133x1.62V. No throttling; I reseated the VRM heatsink with AS and put a fan on it.

Here's the problem. After my system disc braking down on me, I decided to do a clean install of W7x64, you know how a system can get messed up after some time. So after re-arranging some of my HDD's, I had to make some changes in BIOS. All seemed well, but when I rebooted, it booted @ 3.6GHz instead of 4.5. Also, my mem ran @ 800MHz, instead of 2133.
back to BIOS; all settings where there and set correctly. I can change (performance) BIOS settings all I want, but it doesn't change anything booting.
Now comes the really fun part. I installed W7x64 and I CAN change performance through AMD Overdrive and it DOES work!

So, in short: (UEFI)BIOS shows altered values, but doesn't execute them. Changes through AOD under W7 dó take effect.

So far I have:
- reset BIOS by jumper
- reset BIOS by removing battery and disconnecting PSU from mobo
- re-flashed BIOS

All to no extend. BIOS also has userprofiles. They are not cleared after reset.

I'm sure to be missing something, but .....?

Found it! Have I ever ...
I took all unneccesary things off the mobo and my BIOS worked. Hooked ev'rything up dev by dev, 'till my BIOS stopped working normally again. Two USB connectors: one's from the front USB ports, the other from my SD/CF bay. If I put the bay in the rightmost and the front-USB left, it works. If I switch them my BIOS goes haywire!??? I have no clue why, but my BIOS is working like normal again.
