Do you have an aftermarket cooler installed? What is your case cooling like? Are there GPUs in your system also generating heat?

Someone saying its normal for a cpu to be above posted thermal tolerances by the chip maker is dumb. Your going to have to clean the cake out out between the fan and heatsink. while your in there make sure there are no major gaps between your heatsink and cpu and graphics chip. I ran into hp using thermal pads with nearly a 0.5mm gap between the heatsink and chip.

Less than a year old, get it back to them under warranty - tell them its overheating, they should fix it

In the mean time, try mounting it on a small book rather than directly on a desk or whatever - this should help it cool down, and you'll probably see a correspinding increase in speed when encoding vids etc with Vegas as the CPU/GPUs won't be throttling back because of the overheating
