does bottlenecking decrease fps

Solution
The Core2Duo series is well past its prime for remotely serious modern gaming. Even more so for lower-end models.

Worse than FPS is stuttering - noticeably uneven frame rate: a game running at a steady 30fps is usually far more enjoyable than a game randomly bouncing around anywhere between 10fps to 100fps.

Even simple games like Diablo 3 are starting to bottleneck on higher-end Core2 CPUs like the E8400 I had in my previous PC.
