Here are the parts that I am looking at in order to put the PC together:

-GIGABYTE GA-B75M-D3H LGA 1155 Intel B75 HDMI SATA 6Gb/s USB 3.0 Micro ATX Intel Motherboard

-AMD A8-6600K Richland Quad-Core 3.9GHz Socket FM2 100W Desktop Processor - Black Edition AMD Radeon HD 8570D AD660KWOHLBOX

-G.SKILL Ripjaws Series 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory Model F3-12800CL9D-8GBRL

-Seagate Barracuda ST1000DM003 1TB 7200 RPM 64MB Cache SATA 6.0Gb/s 3.5" Internal Hard Drive Bare Drive
(Should I get an SSD instead?)

-EVGA SuperClocked w/ ACX Cooling 02G-P4-2774-KR GeForce GTX 770 2GB 256-bit GDDR5 PCI Express 3.0 SLI Support Video Card

-CORSAIR CX series CX500 500W ATX12V v2.3 80 PLUS BRONZE Certified Active PFC Power Supply

-Thermaltake Commander Series VN40006W2N White / Black SECC ATX Mid Tower Computer Case

-ASUS Black 18X DVD-ROM 48X CD-ROM SATA DVD-ROM Drive Model DVD-E818AAT (DVD-E818AAT/BLK/B/GE) - OEM

-Cooler Master SickleFlow 120 - Sleeve Bearing 120mm Blue LED Silent Fan for Computer Cases, CPU Coolers, and Radiators (x2)

-Thermaltake AF0032 120mm Blue LED Case cooler

Please let me know if all of this stuff is compatable/acceptable for a building a Gaming PC. Also, can someone tell me if I need a heatsink and an optical drive.

Thank you!

The processor and the motherboard are not compatible. The motherboard's socket is 1155, while the processor's socket is FM2. You need a processor that has the same socket/LGA as your motherboard. Only Intel made 1155 processors.

The processor you chose is not powerful enough to handle a GTX 770.

You need an aftermarket heatsink only if you're going to be overclocking.

What is your maximum budget?

First, your CPU isn't compatible with the motherboard. the motherboard is a LGA1150 (that's the socket type) and your CPU is a FM2 socket type. So you should consider another CPU like this one :
A Intel I3 4130 : http://pcpartpicker.com/part/intel-cpu-bx80646i34130

Then, you PSU is of too poor quality for what you will ask of it. You should consider more this one :

EVGA 500 W : http://pcpartpicker.com/part/evga-power-supply-100b10500kr

same price, same capacity but much better stability/reliability

If someone can make me a similar PC as to the one i want, that would be great. I am willing to go to about $950. Also i would like a pretty decent graphics card so it can run at a high fps. Also, cases generally do not matter correct?
