This sound occurs right before my PC shuts down but for some reason it started doing it while its powered on, it clicks completely randomly and sometime multiple times but not at the same timing

Could be the fan in the PSU. you would need to watch it as the psu stops spinning and see if you could draw an association between the fan winding down and the sound. Otherwise, could be a number of other things. Swollen Capacitor, casing settling after being hot, flux expanding/contracting. BUT, if you are having no power issues or anything else, I would venture to guess it is just the fan in your PSU.

Could be the fan, but i would not bet on it. likely needs a replacement as soon as possible, dont mess with it any longer. What are your other components so i can suggest you a good psu?

That PSU would be a good choice for your specs.
