Computer won't boot with new GPU and PSU

Hi, I had just bought a Powercolor ax7850 2gb gpu, and my computer won't even boot up to the BIOS when i turn it on. The hard drive makes some noises, all of the fans work, but the display port on the card won't send out a signal and my mouse and keyboard won't turn on. Prior to the upgrade, my computer was a HP p7-1203 computer that had integrated graphics, and the specs can be found by typing in p7-1203 on google and clicking on the first link. I have a 530 watt psu and the card has a 500 watt minimum(which seems too close) but my pc shouldn't use so much power that it exceeds 530 watts. When I don't plug the pci-e 4 pin cord into the GPU, my computer boots up and runs fine(on the integrated graphics). I am just extrememly annoyed by this problem.
Any thoughts or ideas are appreciated.

Almost all current boards are uefi, but they tend to have compatibility mode built right in.

The H8 systems linked are like the ones with the secure boot option.

They have to have some kind of legacy support option or something because I personally tossed in an old 5770(this is older than your card. I do have Geforce 6 cards on both types of bios without issues so far as well) into one of the H8 systems without any issues(once compatibly mode was enabled).

I have also used other cards across uefi/non eufi boards so far with good results.

The stock HP card that comes with some systems has a bios for BOTH types built into the card, so maybe it may be something to do with that. You could contact Powercolor to see if the card supports...

I'm not sure if I am replying to you nukemaster, but if this doesn't show up as a reply to your answer, it is.

I tried to find video settings in the bios already, but this MoBo has a very simple Bios that doesn't include that on first notice. I will look at it again after I comment.

Unfortunately, there is no new update for the Carmel2 MoBo's bios, so unfortunately it is stuck at what they call CAR ver. 7.16 (unless i just can't find the update).

As of now, I'm thinking that I might just have to get a new motherboard that will work with this graphics card and actually recognize it.

Im really starting to lean towards the motherboard here, because others have had the same symptoms as me and they have been solved by either updating the BIOS or replacing the motherboard.

But still, im open for other suggestions.
 
Ok, well Windows 7 users do not have to deal with the secure boot or legacy mode issues on most systems.

Can you please check your bios under Security to see if you happen to have the secure boot menu. If you do, it should be off already(windows 7 can not use it), but it also has an option for legacy support. I would like to know if you have that option.

Also check Slot security to ensure that the slots are not disabled(yeah you can do that one some of these systems.).

It may be worth a shot to contact HP to see if anything can be done as well. That board looks like the same ones used on some of the Envy models(looks can lie however). Those take other video cards for sure.

If you swap the board chances are you will have to reinstall the OS and may run into activation issues.

The graphics card also uses uefi, and my computer is not uefi enabled, so that might be a problem. Would changing the motherboard fix that?
I know it is not easy to replace/change a motherboard, but i'm willing to do that for the graphics card.
