PSU amperage on each rail

I was guessing since my new PSU a Power Cooler PS-530MAX http://www.powercooler.com.ar/portfolio-type/ps-530max/
has a description of having 2 12v rails but only saying 54A on the +12v, i'm trying to use a HD4890 which is supossed to have around 190w consumption, has 2 slots for 6 pins pci express connectors,
What i'm guessing is, my PSU has 2 pci express 6+2 connectors on the same rail, would that be a problem? i mean if it isnt giving enough energy to the vga so that's why i'm having problems of no video displaying or it's not supossed to be a problem?
As far as i know ea 8 pin connector gives around 150w so 2 on the same rail isnt too much?
The ampers are divided equally on each rail or it's distributed as needed by the PSU?
Sorry if i dont make myself clear i hope someone can clarify this for me. Thanks in advance.

So probably i'm not getting display at all from my HD4890 might be because of the PSU not good enough for it?
