PSU or MOBO dead?

Hello,
I recently bought some new parts to build a computer, I put everything together and the PSU fan wont turn on, the PSU I bought came with a tester (looks to be the same as the paperclip test) I plug it in and the fan spins for a second and turns off.

PSU is EVGA supernova 750b2
and the Mobo is a gigabyte z97x-SLI

all parts were bought yesterday in store so I would be able to exchange them for 14 days.

It's a great power supply made by SuperFlower , so i'm leaning towards the board.

But even the Best power supplies are sometimes defective.

But does the fact that the fan only spins for the second when dong the paperclip test indicate anything about the PSU?

Not really.

Both are new and great choices.

I brought it in and apparently they tested it at their location and it was able to run there, would there be any other reason why it would not work?

Any chance its the power switch on the computer case?
