Fans of my power supply died (maybe?)

Hi everyone!

I cleaned my PC today (after 3 months, shame on me). When I switched my computer on, I noticed that the fans of my power supply are not spinning.

I got an Antec Twelvehundred. The airflow in my case is pretty good and I guess that's why it didn't die yet. I now put a fan on the top of it that blows air into it.

Do you think it's enough or should I get a new one as fast as possible? The strange thing is that my power supply has 2 fans and both are not spinning.

Any ideas? Maybe I can repair it somehow?

Thanks for the link. Will 750W be enough if I buy another R9 290X later on?
And can you please explain why it was (or is) a very bad quality power supply? ^^ Would be nice to hear. When I bought it I payed like 120€ for it. Some people suggested me this power supply back when I bought my computer (almost 2,5 years ago (I think))
