Brief monitor flicker on startup

Recently I've found that whenever I would start up my PC when it's off or waking it up from sleep causes the screen to flicker rapidly for only a few seconds. The rest of the time when I'm using the computer, it never flickers again. The odd thing is that if I put the PC to sleep or shut it off for a very short period of time the flicker does not occur. It only happens when the PC is asleep or off for a few hours. My screen refresh rate is 75 hertz, with a Sapphire R7 265 and has latest video drivers.I also use a VGA to DVI adapter, and I've used 2 of them so far. Swapping them doesn't make a difference. I don't have a straight DVI cable though

could be the monitor auto-adjusting to the output frequency being supplied by the card, does it do this at 60Hz? Could be the monitor warming up, is your room cold? Could be your monitor is faulty (capacitors dry up eventually, how old is it?). Either way no point worrying about it

a) Yes, this has been happening at 60Hz.
b) This first started to occur when I left my window open on a cold night. The problem started when my room was cold, but I've significantly warmed up the room over time but the problem still persists.
c) The monitor is quite old, probably 3 or 4 years old.
