TV Display Doesn't Fit Taskbar

I recently installed a TV as a secondary monitor (A UMC L22C04Z99G-R01)
The taskbar is going into the bottom of the TV, and as such, I can only see half of the icons. Upon moving a window, (Like Skype) the window suddenly becomes huge, as does the cursor. On the TV, everything becomes bigger. It's res is 1920 x 1080. I'm running Windows 8.

Well see if VGA works any better. At least it may give you a point to start at.

Problem with VGA is that you will need an active adapter unless your card can run 2 VGA screens. Sometimes onboard video can run the second VGA screen if you are not playing games on that screen.

I am not sure what that is... (A UMC L22C04Z99G-R01)? So depending on what you are using for a GPU, ie: AMD/nvidia you can use the Scaling options within the control panel for each of these Display drivers.

EDIT: So Catylist Control Center(ATI/AMD) and Nvidia Control panel for Nvidia. If your are using CPU or "onboard" graphics then your options may vary

I tried messing around, as said in other threads, which does make the taskbar fit, however, the cursor remains huge as does any windows that I move into it.
The UMC then numbers is the model of TV I have.

EDIT: I have a GTX 670.
 
You have to go into the Nvidia control panel and select Display - > Adjust desktop size and position. Enable desktop resizing and select the resize button. Lock the to bars(to avoid image distortion) and drag until it fits right.

That didn't work. When I try to adjust the size, the screen zooms in and I can only see one arrow, and adjusting does nothing.
Also, everything I move onto the TV becomes much larger, as does the cursor.

 
Very strange that should work for overscan. that most TV's tend to use.

Does your TV have a mode called Just scan or 1:1 pixel. That world turn of overscan in the TV it self.

Things get larger when you go onto the TV because the resolution is or is set lower.

I will see if Nvidia has any other overscan options. AMD's are just so simple.

I'm using HDMI at the moment, and I can't connect with anything but HDMI without a cable converter. I had to get a converter cable to plug in my monitor, VGA to something. The Short answer is no. The long answer is yes, but I'd have to buy something.
 
I am talking about the TV side here.

Can you try the VGA you use for the monitor. DVI -> VGA converters are cheap, HDMI to VGA is costly. most video cards only have the ability to use 1 VGA screen with the cheap passive adapters.

Also, why do you use VGA on the monitor? does it not have HDMI or DVI? If the monitor has either, try to swap them. But note the TV will not work with bluray over VGA because of copy protection.

On VGA you loose all over/under scan options on your computer, but those do not seem to be working anyway and some tvs will not over/under scan VGA.
