OS to install to a LAN Game server

I've decided to retrofit a LAN/VPN connected server onto an old LGA 775 rig.
The rig contains
-ASUS P5N73-AM
-Pentium 4 (2.93GHz or so, not the extreme)
-4GB DDR2
-80GB PATA HDD for boot
-160GB SATA HDD for game server data
-Possible second 80GB PATA
-350w PSU

With 4GB of RAM I'm considering using Windows 7 x64, if it's too slow on the Pentium I may re install in 32bit. I'm considering Windows 2000 but I am unsure if the OS will boot using all of the RAM as my more extensive uses of 2K were through VMs with small amounts of RAM simply testing a legacy OS. The server will be running with a VPN client like Hamachi or Gameranger with a monitor hooked up to it for use, most likely with Synergy or Teamviewer (or Windows Remote Desktop if applicable) running max 2 main servers at a time for games (bigger examples being Unreal 2004, Quake 1-3, CSGO, Tekkit, Gas Guzzlers Extreme and Killing Floor).

I'm only going to be dealing with max 10 people at a time or so, we just need a dedicated computer to handle it because my FX-9370 and M5A97 R2.0 have proven they can't.

(edit) I have obviously taken into consideration Windows Server builds but I wasn't too pleased by my experience with 2003 or 2008 (both base packages), while the server will be connected by local/VPN access only would still prefer to be able to install a number of programs without having to buy the server packages due to the OS sign being server not desktop.
