GTX 780 Auto adjusting

Hi, I'm really new with computers kinda, well, the gpu part and this might sound really retarded IDK but lets say I'm just idle on my desktop then i lets say want to play watch dogs at ultra, does the fan and other parts of the 780 adjust itself and is there anyway i can make it so its cool but its still giving out great performance?
Sorry if this sounds really retarded :<

you can use a program like evga precision x, gigabytes oc guru ii or msi afterburner to set a custom fan profile. so the fan comes on harder earlier and this will lower the temps. as long as you get an aftermarket cooler on you card (non reference cooler) they will stay cool and wont throttle. my 780 ghz is overclocked to 1200/7000 and it wont hit 65 degrees on a custom fan profile or 75 degrees on the stock profile and this is enough to stop the card from throttling down
