GTX 770 Underperfoming

I recently brought Sniper Elite 3. And the FPS i'm getting is bellow 30.
I've seen many Youtube videos in which others play at Ultra settings maxed out and still get 50+fps all the time on same graphic card. My drivers are up-to-date. Please help me

My System Specs are:

i7 4770 3.4ghz
Zotac GTX 770 AMP edition 2GB
10GB RAM 1333mhz
Gigabyte h87m-d3h MoBo
Corsair 650W PSU
1TB Seagate HD

Nothing is overclocked.
 
I would check for CPU temps, sir. If your CPU is overheating, it may be throttling, thus reducing its own speed and making your framerates suffer. This happens quite often with stock coolers, particularly if the airflow in the case is not quite the best. Use HWMonitor to check the temps.

I have NZXT 921RB Computer Case. (Mid Tower) It has 4 cabinet fans.
3 120mm intakes and 1 140mm exhaust.
The digital meter on the front side of the case tells me not more than 50 degree Celsius of the CPU while playing this game.
 
The digital meter in front side is far from being accurate, sir. It cannot measure the CPU's core temperature, only the ambient air temperature of the temperature of the heatsink. Use HWMonitor and we'll be sure. BTW, 50 degrees from ambient sensor already suggests that you are overheating... such temps are usually 20-30 degrees lower than the CPU core temp.

I visited that site and entered the details up to the point where it tells to me to enter the resolution. I want to change the screen resolution, for that i need to register a new account, and for that i need to pay a dollar. I don't wanna do that.

Okay, i'll check on this software as soon as my Motherboard arrives, It had a fault in it, so I had to give in for a replacement. The sys-fan slots 1, 2 and 3 weren't working. I'll report back with the temperatures.

So my Motherboard has been replaced, but as the technician was troubleshooting everything, he discovered that the PSU is fluctuating power and it is faulty. Do you think faulty PSU is causing my GPU to under-perform ?
 
If it's fluctuating power, it needs a replacement, but I don't think it's the reason for your GPU underperforming; system stability can suffer and power failures, but not the underperforming. After you get a replacement PSU, it is still likely that your issue will remain. Please, accurately measure your temperatures using HW monitor.

Yes, I've given my PSU for replacement too. If that isn't causing my gpu to underperform, I'll surely try HW monitor and revert back ASAP.

So finally my PSU is back, I gave in few more buck and brought Corsair RM850 as i want to sli later with another 770

anyway here are the temps
