Need Help Pc FPS Too Low For Specs

Okay so my specs are as follows

i5 4670
EVGA gtx 770 2gb
Asrock B85M-HDS
8gb ddr3 1600
750w psu

My problem is that this is a new build I bought online complete and ready to go Iupdated all of the drivers including bios but all games are showing fps lag

Borderlands 2 should run on ultra with decent frames excluding physx
but seems to have major issues even at medium settings

Fallout 3 runs like crap

so does everything else.....

HELP ME

you may need to use VSYNC, otherwise your over powerful card will keep pumping out massive frame rates, which is why it is such a high usage. This happens in older less graphic intense games, like stalker, devil may cry, etc.... in my experience

could you tell your CPU temperature ? beside what are the options on your nvidia control panel ? and in game video setting you playing with ?

could be the nvidia control panel under power management mode being set to adaptive. change the power management mode to prefer maximum performance and that will make the card run at the factory clock setting without ever changing :)

You need to make sure every driver is installed. Use driver booster and check. Even something small can really hurt your PCs performance pardon my ignorance I didn't see whether you had updated your bios or not?
