Which should I upgrade first, CPU or graphics card?

I've been looking into upgrading my computer, and I can't decide whether to upgrade my CPU or my graphics card first.
I want to be able to smoothly play games like DayZ and Nether, but I can't decide which is more important.

Windows 7 Ultimate SP1
CPU: AMD Phenom X4 Processor 9750 (2.4 GHz)
Graphics Card: ATI Radeon HD 4650
RAM: 8 GB

ghz play a little role. there is pentium 4 and core i5 at such speeds. the performance difference though is chaotic. check here the cpu tier .
for online gaming keep in mind that a core 2 duo e8500 will bottleneck severely a r9 270

As Chris stated, both will certainly need to be upgraded to see any major improvements. If you save for a bit, and budget allows, i'd personally upgrade to a gtx770 and an i5-4670k. That can run games at 1080p on high and ultra.
