Which should I upgrade first, CPU or graphics card?

I've been looking into upgrading my computer, and I can't decide whether to upgrade my CPU or my graphics card first.
I want to be able to smoothly play games like DayZ and Nether, but I can't decide which is more important.

Windows 7 Ultimate SP1
CPU: AMD Phenom X4 Processor 9750 (2.4 GHz)
Graphics Card: ATI Radeon HD 4650
RAM: 8 GB

unfortunately both. your cpu will bottleneck current gpu's especially on online gaming! and on the other hand your gpu is very weak!

2.4 ghz are fine as long as it's not paired with a mid/high and high end gpu

ghz play a little role. there is pentium 4 and core i5 at such speeds. the performance difference though is chaotic. check here the cpu tier .
for online gaming keep in mind that a core 2 duo e8500 will bottleneck severely a r9 270

As Chris stated, both will certainly need to be upgraded to see any major improvements. If you save for a bit, and budget allows, i'd personally upgrade to a gtx770 and an i5-4670k. That can run games at 1080p on high and ultra.
