I have no problem overprovisioning a PSU a bit. Say 20%.
It will run cooler, quieter, and more efficiently in the middle third of it's range.
A PSU will only use the wattage demanded of it, regardless of it's max capability.

Seems about right. I know my 3570k with a GTX670 in it pulls about 300 watts from the wall, so adding about 60 for the processor and 50 for the video card or so would put it at 400. Personally I would feel more comfortable with a 550 or 600 watt power supply with that machine, or switch to a near the same performance NVidia graphics card and a 4670k / 4690k processor which should cut down on power usage significantly (while increasing performance on the processor side).
