Do I need to reapply thermal paste?

I've been checking out my CPU temps (AMD 5800k) and noticed that they've been at insane temperatures. 70 degrees C while idle and it's hit 100 degrees C under load. I'm using the preapplied thermal paste as well as the stock CPU cooler. I'm considering buying the ARCTIC MX-4.

That CPU is simply not capable of running anywhere near 100C. it would shut down around 70C. Most likely whatever program you're using to checks temps is wrong
