Graphics card not using all of its memory

Trust me it's a 4gb card.
 
Then do not worry about what some random website says.

GPU-Z tends to be very accurate however.

Also unless you are playing your games at a much higher resolution(or multi monitor) or very large texture packs, i do not think you are running out of video memory.

it also says the core clock speed is only at 135MHz it's supposed to be at like 750MHz.

The card will only use as much ram as necessary for the task at hand. If you want to use more ram increase your resolution or decrease asset compression. Like Larger in game textures and such. also you don't want to use all available ram. Just let your gpu work as it was designed to.

It's strange whenever I play skyrim maxed out on ultra in 1920 x 1080 it only uses around 700mb of VRAM even though it is lagging.

GPU load was at like 99% but memory used is under even a single gig even though it needs to allocate more VRAM.

And the clock speed didn't increase even while skyrim was running.
