Hello,
Most of the time, I can't get above 60fps (I'm getting 40-50fps, though sometimes it can go up to 80fps on 150% res scale) on my 60hz monitor. I'm running a 7870XT (tahiti) and a 7950 in CF. As you can see in the picture the usage is very low. I get the same fps on 1080p ultra 100% res scale 200% res scale, and 25% res scale! How can I fix this. I'm using 14.7 Drivers, 14.6 and 14.4 also don't fix it.

Oh well before I do that, do you know how I can fix this problem, in total I spent over 12 hours of my time trying to fix it and I'm wanting to throw my PC out the window!

Probably not. Remember that you will only get as fast as the slowest gpu. So the 7950 won't be fully used (Most will)
The amount of ram is a bit low. 8GB is recommended nowadays for gaming. The 8350 should not bottleneck. They are basically 2 higher-mid end cards, not 2 High end ones so it should be fine. Are all the drivers up to date?

Could there be a saturation in the PCI-E lane? Unlikely but still.
Try to disable one of the cards and see if each can max out without any issue. Do a torture test on each. If they work fine alone, then it has something to do with the crossfire.

No you can go above 60fps as long as Vsync is of.
